As is known, by the verdict of the Fergana City Court for Criminal Cases dated December 22, 2025, No. 1-1502-2508/425, and the ruling of the judicial board for criminal cases of the Fergana Regional Court in the supervisory instance dated April 29, 2026, No. 1-15-2603/49, citizen I.M. was found guilty under Articles 139 (defamation) and 140 (insult) of the Criminal Code and sentenced to 1 year and 6 months of restriction of liberty.

Within the framework of this type of punishment, the court imposed very strict obligations and restrictions on the convict. One of the most important among them is the prohibition of using the internet. Such a restriction is intended to prevent the convict from committing further crimes in the virtual space and to protect the rights of the victims. In practice, online activity continues.

Despite the court decisions being reviewed and upheld in all instances, including the highest instance, the issue of I.M.'s compliance with the law today raises legitimate questions. Observations show that the convict can be seen making appearances through his YouTube page, continuing to interfere with the peace of citizens through live broadcasts.

This situation naturally causes indignation in the public and among citizens aware of the events. If the court ruling officially prohibits internet use, how can the convict's open activity online be understood?

The enforcement of this sentence is directly entrusted to the Probation Department of the Public Security Service of the Fergana City Department of Internal Affairs. Of course, the probation service carries out certain work to monitor convicts and inspect their places of residence. However, there seem to be certain gaps or technical sluggishness in the system for monitoring the enforcement of prohibitions in the digital space.

The convict's regular online appearances suggest that they are either escaping the attention of probation officers or that strict measures are not being taken in a timely manner regarding this situation.
